Yes. Add-Ons Pro is an add-on — it requires Add-Ons FREE version 0.1.0 or later installed and active.
What ships today?

Where do I get Add-Ons Pro?
Add-Ons Pro is sold and delivered through Freemius, which also handles licensing and automatic updates. It is not in the WordPress.org directory.
Are prices final?
The roadmap uses EUR 59 / 99 / 169 per year as a working plan. Final prices will be added after Freemius is configured.
